The GIS-First Azure Developer serves as a hands-on member of the MAP development team on a 12-month subcontract, with potential for extension based on business needs, project priorities, and performance. The role combines strong GIS and spatial-data knowledge with modern web application development, working independently across GIS, software, databases, and cloud infrastructure within an existing Azure/.NET application environment. Success in this role means understanding the GIS behind the application, not simply being a developer who has built maps.
This position requires approximately 30–35 hours per week throughout the engagement, on a flexible schedule. Some flexibility may be considered for a particularly strong candidate who can maintain consistent availability, meet agreed deliverables, and contribute effectively to the MAP development roadmap.
Key Responsibilities:
Web Mapping & GIS Functionality:
- Develop and enhance web mapping applications using Microsoft Azure Maps
- Build GIS functionality for layer management, search, filtering, feature selection, measurement, map tips, attribute display, and spatial navigation
- Develop workflows for linear referencing, route measures, engineering stationing, and linear asset navigation
- Develop responsive and mobile-friendly GIS workflows for field personnel
- Troubleshoot GIS, geometry, projection, data, performance, and web-map display issues
Application Development & Cloud Integration:
- Develop and support functionality within the C#/.NET, Blazor, and Azure App Service environment
- Integrate applications with Azure SQL, PostgreSQL/PostGIS, Blob Storage, REST APIs, and enterprise data sources
- Work independently within an existing codebase and contribute production-ready solutions throughout the subcontract period
Spatial Data & Interoperability:
- Work with GeoJSON, KML/KMZ, geodatabases, shapefiles, imagery, and spatial database formats
- Support interoperability with ArcGIS Pro, ArcGIS Online, and Esri REST services
- Work directly with GIS, pipeline integrity, product, and software teams to translate operational requirements into practical application functionality
General Knowledge, Skills & Abilities
- Strong hands-on experience developing web GIS or spatial applications using Azure Maps or comparable mapping technologies is required
- Strong GIS fundamentals, including coordinate systems, projections, spatial analysis, geometry, geoprocessing, and spatial databases
- Strong C#/.NET development experience or demonstrated ability to work effectively within a .NET application environment
- Experience with JavaScript and/or TypeScript for interactive web application development
- Experience with Azure App Service, Azure Functions, Storage, Azure SQL, Key Vault, and REST APIs
- Experience with PostgreSQL/PostGIS, SQL Server Spatial, or comparable spatial databases
- Experience with Git, GitHub, and modern version-control workflows
- Ability to diagnose GIS-specific issues involving geometry, projections, data structures, APIs, and application performance
- Ability to work independently and become productive quickly in an existing development environment without extensive ramp-up

Preferred Qualifications
Work Experience:
- 4+ years of professional software development experience is required
- Strong GIS experience, including coordinate systems, projections, geometry, and spatial databases, is required
- Pipeline GIS or oil and gas experience is preferred
- Experience with pipelines, utilities, transportation, or other linear infrastructure is a plus
- Experience with linear referencing, routes, measures, stationing, and event data is a plus
- Mobile GIS or field application development experience is a plus
- Maximo, SAP, or other enterprise work-management integration experience is a plus
- Experience with imagery, drone data, or cloud-hosted raster datasets is a plus
- Previous success in contract, consulting, or other environments requiring a high degree of independence and rapid onboarding is a plus
Computer Skills:
- Strong capabilities in C#/.NET, Blazor, and JavaScript/TypeScript development
- Strong capabilities in Microsoft Azure services and Azure Maps
- Knowledge of ESRI’s product platform (Pro, ArcGIS Online, ArcGIS REST, Utility Network, Pipeline Referencing) is a plus
- Blazor and DevExpress experience is a plus
- CI/CD, GitHub Actions, Azure DevOps, or similar deployment automation experience is a plus
- Working knowledge of AI-assisted software development tools such as GitHub Copilot is a plus, along with a willingness to actively adopt emerging AI technologies to improve development efficiency, problem-solving, testing, and product capabilities
Job Type: Subcontract (12 months, potential for extension); 30–35 hours per week
