Bill has a Bachelor of Science degree in Organizational Leadership and Supervision from Purdue University, and has a special interest in process safety management. As a consultant, Bill uses his vast knowledge and hands-on operator experience to provide clients with pragmatic guidance on all aspects of their pipeline facility’s regulatory compliance requirements. He also offers operators valuable insights into improving their Personnel Training, Workforce Development and Corrosion Control Programs that can improve performance efficiency, and the bottom line.
Kendra Lasnik

Kendra has over 15 years of experience with a focus on oil and gas pipeline integrity management, risk modeling, 49 CFR 192/195 compliance, and project management. She has completed numerous internal corrosion direct assessment (ICDA) and external corrosion direct assessment (ECDA) reviews, in-line inspection (ILI) data studies, and emergency flow-restriction device (EFRD) analyses, as well as population, environment, and high consequence area (HCA) analyses.
Kendra is well-versed with Integrity Solutions’ Anomaly Data Manager™ (ADM™) and Pipeline and Facility Integrity Manager™ (PFIM™) risk evaluation software, modeling pipeline design and operating scenarios to evaluate preventive and mitigative (P&M) measures and manage integrity assessments.
Kendra has a Bachelor of Science degree in Chemical Engineering from Colorado State University, and an MBA in Finance from the University of Colorado. As a consultant, Kendra provides clients with data management, risk modeling, and project management expertise to enhance all areas of their integrity management program (IMP) operations and compliance.
Brooks Tucker

Brooks has over three decades of experience in engineering, project management, and construction. Since 2011, this has focused on oil and gas pipeline integrity management, risk assessment, 49 CFR 192/195 compliance, and consequence area (HCA/MCA) and class location analysis. He has led hundreds of digs for internal corrosion direct assessment (ICDA) and external corrosion direct assessment (ECDA) and completed a multitude of in-line inspection (ILI) data analyses as part of integrity management program (IMP) compliance.
Brooks’ experience with Integrity Solutions includes assisting operators in managing their IMPs—from data collection to assessment evaluation, and from documentation to PHMSA audits. Brooks is also highly experienced with Integrity Solutions’ proprietary Pipeline and Facility Integrity Manager™ (PFIM™) software for risk modeling and evaluation and with conducting emergency flow-restriction device (EFRD) analysis. Additionally, Brooks has a strong background in cathodic protection (CP)—he is AMPP/NACE certified as CP2 and is adept at interpretation of CP reporting and troubleshooting system functionality.
Brooks serves as a project manager for Integrity Solutions, coordinating personnel and data to ensure accurate and timely completion of work. As a consultant, he provides clients with knowledgeable support for risk analysis and integrity assessment project management, including integrity threat identification, preventive and mitigative (P&M) measures evaluation, asset risk-ranking, and audit preparation, response, and support.
Trish Thomason
Sr. Regulatory Compliance Consultant
Trish has over 20 years of oil and gas consulting experience, beginning as a senior writer and project manager for a large engineering standards project, managing multiple writers and graphics personnel. With the industry’s need for increasingly robust compliance programs, she became the primary expert in multiple programs to better support the more than 40 operators she worked with throughout the years. She has spoken at AGA and SGA, facilitated roundtables for operator-specific topics, and been an industry instructor on topics such as Practical Application of Project Management Techniques in the Natural Gas Industry.
Trish has a Bachelor of Arts degree in English/Technical Communications from the University of Nevada, Las Vegas. As a consultant, Trish provides services in regulatory compliance for control room management (CRM), operations and maintenance (O&M), emergency response, operator qualification (OQ), and public awareness. She works with operators on all federal/state-regulated assets, conducting comprehensive internal analyses and supporting operators during audits to ensure continued compliance and safety.
Lane Dobscha
Sr. Regulatory Compliance Consultant
In her 10+ years in the oil and gas industry, Lane has provided a wide range of DOT compliance, technical writing, information technology liaison, and database management services to mid-sized midstream companies. As a key member of pipeline integrity assessment and regulatory compliance teams, she gained experience and provided expertise for 49 CFR 192/195 compliance and preventive and mitigative (P&M) measures.
Lane has a Bachelor’s of Arts degree in Linguistics and Anthropology and previously participated as a member on the API Operations & Technical Committee, contributing to API 1161 – Qualification of Liquid Pipeline Personnel and API 1162 – Public Awareness Programs for Pipeline Operators.
Lane utilizes her knowledge of pipeline integrity management, control room management (CRM), operator qualification (OQ), public awareness, and damage prevention to provide guidance and expertise to clients in program and procedure writing, audit preparation and support, and merger and acquisition (M&A) integration.
Leticia Santos
Sr. Regulatory Compliance Consultant
Leticia has over 25 years of experience in safety and regulatory fields, primarily focusing on hazardous liquid and gas pipeline facilities. As a PHMSA Pipeline Safety Specialist and Trainer, she served as a technical expert in the development of policies and procedures for pipeline and underground natural gas storage (UNGS) safety programs for operator qualification (OQ), corrosion, and operations and maintenance (O&M) and she provided subject-matter expert (SME) input—researching and analyzing technical data—for PHMSA responses to regulatory queries. Additionally, she led and assisted with numerous comprehensive investigations, inspections, and evaluations of operator programs, facilities, plans, and design specifications.
Leticia brings her strong PHMSA regulatory expertise and hands-on operations experience to assist operators in meeting regulatory compliance requirements, preparing for audits, mitigating risk, maximizing safety and environmental protection, and establishing and maintaining their integrity management program (IMP).
Kelli Bell

Kelli has over 20 years of oil and gas experience, beginning as a Regulatory Coordinator for a large gas distribution and transmission company.
She was also the Senior Compliance Specialist for
a liquids gathering and transmission company where she implemented and developed all manuals for 49 CFR 192 and 49 CFR 195 jurisdictional assets. Her most recent role was assisting clients as a Principal Regulatory Consultant where she helped manage projects, created programs and manuals, and partnered with clients through many audits.
As a consultant, Kelli provides services in
regulatory compliance for integrity management (IMP), control room management (CRM), operations and maintenance (O&M), emergency response, operator qualification (OQ), public awareness (PA), and DOT drug and alcohol programs. She works with operators on all federal/state-regulated assets, conducting comprehensive internal analyses and supporting operators during audits to ensure continued compliance and safety.
Connie Christian

& Project Manager
Connie has over 10 years of experience in the hazardous liquids
and gas industry, including corrosion control, pipeline integrity management, regulatory compliance, tank and vessel mechanical integrity, and process engineering. She is experienced with managing PHMSA compliance programs, including records-tracking and audit preparation, operator qualification (OQ), control room management (CRM), jurisdictional analysis, conversion to service (CTS), and integrity management programs (IMPs). Her expertise also extends to providing regulatory-required training.
Connie is experienced in planning and coordinating pressure test and in-line inspection (ILI) integrity assessments, conducting the post-assessment data analysis, and performing risk modeling, data analysis, and data integration. Additionally, she is experienced in providing support for the evaluation and implementation of California’s Coastal Best Available Technology (CBAT) regulation.
With experience also extending to project management and efficiency, Connie provides a knowledgeable spectrum of expertise to assist clients with all of their integrity management, regulatory compliance, and data analysis needs.
Regan Carriger
Regulatory Compliance Specialist
Regan has over 10 years of experience in the hazardous liquids and gas pipeline industry, working in areas including regulatory compliance, operator qualification (OQ), emergency response planning (ERP), and public awareness (PA) and damage prevention programs. She also has extensive experience as a teacher, coach, and mentor, and she leverages those skills to help operators develop training programs across all their regulatory and safety programs—often leading the training sessions herself, even for client-specific procedures.
Regan uses her knowledge of PHMSA regulations and industry standards to review client programs, manuals, and procedures for gaps versus current requirements and to write updated and enhanced procedures as needed. Additionally, she assists operators in organizing and maintaining their operational records and procedural documentation to meet regulatory requirements and to ensure ready availability to personnel.
Regan has a Bachelor’s of Science in Geography from Texas A&M University. She has organized and administered operator programs for OQ, PA , and training (across all areas), ensuring that personnel are properly evaluated and remain current and competent in their areas of service. With her regulatory compliance and teaching background, Regan helps clients achieve their best across all their operational needs.
Mandy Kennell
Regulatory Compliance Specialist
Mandy has over 15 years of experience as a regulatory compliance specialist in the gas and hazardous liquids industry. Her expertise encompasses public awareness and damage prevention programs, operator qualification (OQ), and pipeline integrity management. Additionally, she is highly skilled as a geographic information systems (GIS) analyst, including work supporting right-of-way (ROW) and material properties verification projects.
Mandy’s public awareness experience includes all phases of 811 / One-Call support, from coordinating the program for operators to liaising with the public, industry groups, and officials. She has also chaired operator committees on PHMSA compliance and risk management.
As a consultant, Mandy provides clients with support across the full range of their regulatory compliance needs, from day-to-day operations to audit preparation.
Clint Yeagley

Clint has over 15 years of experience with a focus on oil and gas pipeline integrity management, high consequence area (HCA) analysis, external corrosion direct assessment (ECDA) reviews, and risk modeling and analysis. He is skilled in producing post-assessment reports, compiling historical and current data to predict pipeline life and recommend preventive and mitigative (P&M) measures, and he is well-versed with Integrity Solutions’ proprietary Anomaly Data Manager™ (ADM™) and Pipeline and Facility Integrity Manager™ (PFIM™) risk evaluation software.
He is also skilled in 49 CFR 192/195 jurisdictional analyses—assessing facility components to determine which parts are subject to these regulations and which are not, as well as making recommendations for modifications that will remove components from PHMSA jurisdiction when only a technicality applies.
Clint has a Bachelor’s of Science degree in Environmental Engineering from Colorado State University. As a consultant, Clint assists clients with pipeline risk modeling, analysis, and reporting; asset identification and jurisdictional applicability; and their overall integrity management program (IMP).
Sivan Wall

Sivan has over 15 years of editorial, technical writing, and technical analysis experience in fields ranging from pipelines to banking to engineering. Since 2010, this work has predominantly been focused in the oil and gas industry, working on upstream development projects, pipeline and facility safety procedures, control room operations procedures, and pipeline code compliance.
Sivan has a Bachelor’s of Arts in English from the University of Nebraska-Lincoln and is skilled at organizing and shaping original documentation or drafts into a coherent, finished product tailored to the target audience by effectively consulting with engineers, technicians, and other SMEs. Additionally, he is skilled in working with compliance audit checklists (such as for 49 CFR 192/195 assessments) to help identify potential areas of concern, was a member of the NuStar Energy pipeline regulatory compliance team, and has several years of management experience.

Since 2015 her experience has been predominantly focused in the oil and gas industry, where she has become an expert in several areas of pipeline and facility regulatory requirements, including control room management procedures, operations and maintenance (O&M) procedures, public awareness procedures, operator qualification procedures, and 49 CFR 192/195 integrity management programs (IMPs).
Gwen has a Master of Arts degree from the University of North Texas, and a Bachelor’s of Arts degree in English Literature. She is skilled at performing regulatory gap analyses and updating content to help clients bring their procedures into compliance.
